云南财经大学2022年云南省政府奖学金国际学生招生简章
一、概况
外国留学生云南省政府奖学金（以下简称奖学金） 由云南省人民政府设立。云南省教育厅负责奖学金政策的制定、调整、实施和监督管理等工作。招收进入本校学习的云南省政府奖学金外国留学生（以下简称奖学金生），由本校负责培养和管理，直至毕业。
二、招生范围
本简章适用于申请到本校接受中国学历学位教育或非学历教育的外国留学生。学历教育类别包括本科生、硕士研究生；非学历教育类别包括预科生、进修生。
三、招生国别
以东南亚南亚的老挝、越南、泰国、缅甸、柬埔寨、印度、尼泊尔、斯里兰卡等为主，同时面向亚洲其他国家招生。
四、招生专业
本校所有以中文授课且面向来华留学生开放的专业，皆可招收云南省政府奖学金外国留学生。
五、申请条件
申请外国留学生云南省政府奖学金应具备以下基本条件：
1．应为持外国有效普通护照的非中国籍公民，身心健康，现有学历、语言能力和年龄符合学校招生要求。
2．申请攻读学士学位（含预科）者，应具有高中毕业同等学力，学习成绩优秀，年龄一般不超过 25 周岁。
3．申请攻读硕士学位（含预科）者，应具有学士学位或同等学力，学习成绩优秀，年龄一般不超过 35 周岁。
4．进修生入学时应具有学士学位或以上学力，年龄一般不超过55 周岁。
5．申请人应同时符合学校在学术能力、语言能力以及其他相关方面的入学要求。
六、申请材料
1．《云南省政府奖学金申请表》（由省教育厅统一印制）；
2．经过公证的最高学历证明或预毕业证明、学习成绩单；
3．汉语和英语语言水平证书或证明；
4．来华学习或研究计划；
5．《外国人体格检查表》（由中国卫生检疫部门统一印制）；
6．无犯罪记录证明；
7.本人护照有头像页的扫描件或清晰复印件；
8. 本人证件照电子版，以护照号码命名（照片格式：彩色 2 寸免冠证件照，白色背景无边框，头部占照片尺寸的 2/3，照片尺寸不低于 320*240 像素，高宽比为 4： 3， 大小为 100-500KB，JPG 格式）。
申请攻读硕士学位的，还须提交 2 名相关领域副教授及以上职称者使用中文或英文书写的推荐信。申请项目或专业另有要求的，须按规定提交相应材料。
七、资助期限及标准
奖学金资助期限原则上与基本修业年限一致。奖学金资助标准为：预科生、进修生（1年）：?30000 元/年/人；本科生：?35000 元/年/人（4-5年）；硕士研究生：?40000 元/年/人（3年）。奖学金用于发放奖学金生的学费、生活费和保险费用。
八、申请和评审流程
1．学校发布年度招生简章并报云南省教育厅备案；
2．申请人按招生要求提交申请书及相关材料；
3．学校综合审核申请人材料，尽可能深入地考察申请人的对华态度、学历背景、学习成绩、学习态度、语言水平及健康状况等，在严格遵守国家有关规定的前提下，根据学校外国留学生培养目标和培养能力，制定入学标准，视实际情况采取适当的笔试或面试等考核方式，经评审后择优向云南省教育厅推荐奖学金生候选人。
4．云南省教育厅根据学校推荐意见，结合年度奖学金经费情况，组织专家评审后确定奖学金生人选并进行公示。
九、录取、通知及报到注册
1．经评审确定奖学金生人选后，学校为奖学金生制作录取通知书（加盖本校公章）和《外国留学人员来华签证申请表》（JW202 表）。
2．学校通过电子邮件、国际快递、奖学金推荐人或联系人等渠道向被录取的奖学金生发放录取通知书和JW202表，以便被录取人在本国办理签证申请等手续。
3．被录取的奖学金生，在接到录取通知书后，须以电子邮件等方式向学校反馈信息，确认自己将按通知书的要求办理报到注册等手续。
4．被录取的奖学金生，须在指定的时间内办完相关手续，按计划进入各阶段学习,原则上不得变更学习专业及学习期限。
5．被录取的奖学金生未请假而不按时报到注册者，奖学金资格不予保留。提供虚假申请材料者，一经查实，则取消其奖学金资格。

Yunnan Provincial Government Scholarship program 2022
I. Overview
The Yunnan Provincial Government Scholarship for International Students (hereinafter referred to as the Scholarship) is established by the People's Government of Yunnan Province. The Education Department of Yunnan Province, is responsible for the formulation, adjustment, implementation and supervision of the scholarship policy. The University is responsible for the cultivation and management of foreign students who are admitted to study at the University on the Yunnan Provincial Government Scholarship (hereinafter referred to as scholarship students) until they graduate.
II. Admissions category
This admissions is for international students applying for both Degree programs and Non-Degree programs. Full-time Degree programs including undergraduate students and master students; Non-Degree programs including preparatory undergraduates and advanced students.
III. Admission Country
Opening to South Asia and Southeast Asia countries, mainly focus on Laos, Vietnam, Thailand, Myanmar, Cambodia, India, Nepal and Sri Lanka; applicants from other countries are also welcomed.
IV. Admission Major
All majors taught in Chinese and open to international students are eligible for admission to foreign students on scholarship from the Yunnan Provincial Government.
V. Application Requirements
To apply for the Yunnan Provincial Government Scholarship for Foreign Students, the following basic conditions must be met.
1. Non-Chinese citizens holding valid foreign passports, who are physically and mentally healthy, and whose current academic qualifications, language ability and age meet the university's admission requirements.
2. Applicants for bachelor's degree (including preparatory undergraduates) should have the same academic ability as high school graduation, with excellent academic performance, and generally not more than 25 years old.
3. Applicants for master's degree (including preparatory undergraduates) should have a bachelor's degree or equivalent, with excellent academic performance, and generally not older than 35 years old.
4. Advanced students should have a bachelor's degree or above at the time of admission and should not be more than 55 years old.
5. Applicants should also meet the university's entry requirements in terms of academic ability, language proficiency and other relevant aspects.
VI. Application Documents
1. Application Form of Yunnan Provincial Government Scholarship Program , Please download the form on Yunnan University International Student Service System, and fill it out in Chinese or English.
2. Notarized certificate of highest degree certificate, highest diploma, and academic transcripts.
3. Chinese Language Certificate and English language qualification certificate.
4. A Study Plan or Research Proposal.
5. Foreigner Physical Examination Form (The form is designed by the Chinese quarantine authority and can be obtained from the dispatching authority.).
6. Non-criminal record report.
7. Passport photo page.
8. Personal ID photo, named after passport number (Photo reference format: 2 inch color crown-free ID photo. The white background has no borders, the head accounts for 2/3 of the photo size, the photo size is not less than 320 * 240 pixels, the aspect ratio is 4: 3, the size between 100 KB and 500KB, JPG format.)
Applicants for Master’s Degree must provide two recommendation letters (written in Chinese or English) signed by professor or associate professor. Applicants for other majors may be required to submit other supplementary documents. Please refer to separate notice.
VII. Duration and Criteria of Financial Assistance
The duration of the scholarship is in principle consistent with the basic duration of study. The scholarship funding criteria are: preparatory undergraduates and advanced students (1 year): ?30 000/year/person; undergraduate students: ?35000/year/person (4-5 years); master's students: ?40 000/year/person (3 years). The scholarships cover tuition fees, living expenses and insurance costs for scholarship students.
VIII. Application and assessment process
1. The university issue the annual enrollment prospectus and reports it to the Education Department of Yunnan Province, for the record.
2. The applicant submits the application form and relevant documents according to the admission requirements.
3. The university will examine the applicant's documents comprehensively, especially the applicant's attitude towards China, academic background, academic performance, study attitude, language level and health condition, etc. On the premise of strictly abiding by the relevant national regulations, set the admission criteria according to the school's cultivation objectives and cultivation ability of foreign students, adopt appropriate assessment methods such as written tests or interviews in light of the actual needs. After the evaluation, the candidates will be recommended to the Education Department of Yunnan Province, it is a merit-based enrollment.
4. Based on the recommendation of the university and the annual scholarship funding, the Education Department of Yunnan Province will organize experts to evaluate the candidates for the scholarship and make public announcement.
IX. Acceptance, notification and registration
1. After the evaluation and selection of the accepted scholarship student, the university will make a letter of acceptance (stamped with the official seal of the university) and an application form for foreign students to come to China (form JW202) for the scholarship students.
2. The university will send the letter of acceptance and the JW202 form to the accepted scholarship student via email, international express service, scholarship referee or contact person so that the accepted student can apply for a visa in their home country.
3. Upon receipt of the letter of acceptance, the accepted scholarship student must give feedback to the university by email or other means to confirm that he/she will follow the requirements of the letter of acceptance for registration and other procedures.
4. Scholarship students must complete the relevant procedures within a specified period of time and enter the various stages of their studies according to the programme.
5. Scholarship students who fail to register on time without explain the situation will not be eligible for scholarship. Anyone who provides false application documents will be disqualified from the scholarship if found out.
